One would reasonably expect binary packages for aarch64 "latest" to be "later
or equal to quarterly" than "quarterly" given its tier1 status announced on Apr
9th this year and the date now (10th Dec) unless there was a notice or message
to the contrary.

The issue is neither "closed" nor "working as intended" unless "reasonably" is
in fact unreasonable, which is why I've reopened the PR.
