I would not argue that "latest" should be built under
the conditions as they are. But . . .

https://pkg.freebsd.org does not report the status:

FreeBSD:11:aarch64 (only quarterly is updated)
and:
FreeBSD:12:aarch64 (only quarterly is updated)

vs:

FreeBSD:13:aarch64

It reads like one should expect "latest" to update
more regularly than "quarterly".

But I've also always thought it was odd for the ones with
that note to keep the old material still under the name
"latest". If the old material is needed, may be a rename
to "frozen" or to date-as-name or some such would help
people avoid confusions and wasted downloads and such:
suggesting that "quarterly" would have the most regular
updates available.

In the specific case, there might be questions about if the
updated tools are well behaved with the not-updated-to-track
structure of materials in "latest". But I view that as the
lesser issue overall compared to the up-front confusion that
happens to folks as things are.

In other words: there is more than one direction for making
improvements in the overall subject area of handling "only
quarterly is updated". "Works As Intended" might not be
correct overall.
