Due to a lack of ARM64 hardware, we only rebuild the 'quarterly' package set
for FreeBSD 13.0 aarch64.
You'll notice that the 'latest' repo has not been updated since January 27
2021, when 13 was not yet released, when we switched to building the quarterly
branch instead.
So the last build of 'latest' for 13:aarch64 is from before pkg migrated from
.txz to .pkg files.
