"git diff" to update the port

- Update 1.9.0 -> 1.10.0 (major bugfix and new feature release)
        Changes: https://www.libssh2.org/changes.html
- Ensure "make test" to run at all:
        add TEST_TARGET=check to Makefile
- Ensure "make test" to run for both non-root and root user
        with default settings of today's versions of openssh2 server:
        add a new patch files/patch-tests_ssh2.sh

- "portlint -AC" is happy.
- "portclippy Makefile" is happy.
- "portfmt -D Makefile" is happy.
- Tested with:
13.0-RELEASE-p5
pkg 1.17.5
poudriere 3.3.7_1
perl 5.32.1_1
openssl 1.1.1k
ssl=base
- "make test" in a clean poudriere jail say: PASS.
