I see, thanks. If certutil's reverse dependencies do not require running this
script to run for their own upgrading - then this post-install script can be
converted to a trigger and run at the end of the whole upgrade.

I think we should strive for this as much as possible.

Ah, right. I was hacking on the relevant code recently but in my case one
package was depending on another which is why the split order was defined.
