So only 3 of the 4 .pkg files were installed.

Different issue . . .

Prior to the above I also learned that:

    url: "pkg+https://pkg.FreeBSD.org/${ABI}/base_latest",

fails in my context but:

    url: "pkg+http://pkg.FreeBSD.org/${ABI}/base_latest",

works.

The debug output reported that the failures were tied to
the :443 use for https use (instead of :80 use), via:

	SSL certificate problem: certificate is not yet valid

More specifically:

* Couldn't find host pkgmir.geo.freebsd.org in the .netrc file; using defaults
* Hostname pkgmir.geo.freebsd.org was found in DNS cache
*   Trying 204.15.11.66:443...
* Connected to pkgmir.geo.freebsd.org (204.15.11.66) port 443
* ALPN: curl offers http/1.1
*  CAfile: none
*  CApath: /etc/ssl/certs/
* SSL certificate problem: certificate is not yet valid
* Closing connection
DBG(1)[1247]> CURL> attempting to fetch from , left retry 2

It may be relevant that I was updating a 14.0-p6 (as seen
via the kernel information) to have a stable/14 kernel ( via
referencing of base_latest ).

The normal error message does not well indicate avoiding
involvement of https as a possible resolution.
