fun fact about these -dev packages: They contain no headers, only liby.a:

freebsd@fbsd14-amd64 /v/c/pkg> for f in ./FreeBSD-liby-*dev-**.pkg; 
                                   test -L $f ; or pkg info -l -F $f;
                               end
FreeBSD-liby-dev-14.snap20220628151320:
        /usr/lib/liby.a
FreeBSD-liby-dev-lib32-14.snap20220628151320:
        /usr/lib32/liby.a
