We have the same with puppet7 package.

and yes, our

# ls -ald /usr/local/etc/puppet
lrwxr-xr-x  1 root wheel 25 May 19  2022 /usr/local/etc/puppet ->
/cfg/usr_local_etc/puppet

is a symlink.
