pkg is not supposed to do that, finer grain packages (aka changes in the ports
tree are the way to this, with for example subpackages) or we have already in
pkg todo list the plan to support some kind of alternative framework which
could also help here.

In anycase this is not a pkg bug and what pkg can to do help in the situation
is in our TODO list. Thank you for reporting!
