[patch] preclude older version of bdb

This patch explicitly specifies a supported version of the bdb lib.

Note: this may affect the LICENSE setting for this port as bdb18 is AvGPL3
which may infect p5-BerkeleyDB.  I have not thoroughly researched that, so
clarification comments are welcome.
