SIZE (icu4c-74_2-src.tgz) = 26618071

However, a fresh download of icu4c-74_2-src.tgz from GutHub, which appears to
be the official location, reports:

SHA256 (icu4c-74_2-src.tgz) =
68db082212a96d6f53e35d60f47d38b962e9f9d207a74cfac78029ae8ff5e08c

and size 26529443.  I have an older copy on a different builder that has the
expected checksum and size so it appears to have changed on GitHub.
