patch for the kernel to allow proxy arp for point-to-point interfaces

I've been using the attached patch for 2 years to add proxy arp entries for VPN
interfaces.
The kernel without this patch only allows proxy arps for ng_iface (ngX), that
is too restrictive. I'm not sure that this patch is correct, but proxy arps
should not be limited for ng_iface.
