[Bug 254341] igb hung every 5-20 hours. ifconfig down+up solves the problem for next N hours

First of all, thank you for your attention.

The current status:
1. It's impossible to turn off BMC via BIOS on this server. The only way is go
to DC, disassemble the machine and remove the jumper. It's difficult to do it
now. To be honest, I dont beleive that the problem lays here: BMC has separate
LAN port which is empty. 

2. I carefully re-examined BIOS settings, removed firmware load to LAN chilps
(firmware with PXE). Nothing changed.

3. Upgraded to 14.2-RELEASE. Nothing changed.

4. Set hw.em.eee_setting=0 in boot/loader.conf. Nothing changed.

The problem persists. The more LAN traffic, more chance igb0 to hung.

Questions:
1. X2APIC in BIOS is turned off. It looks like enabling it increases the chance
for machine to crash. Is it worth testing?
2. Which new parameters of management traffic stats should I dump?
