The problem is that the mc_local_lb switch does not work with SR-IOV.

The mc_local_lb switch disables multicast loopback traffic for mlx5en(4)
without SR-IOV enabled only.

I've Mellanox ConnectX-4 Lx with enabled SR-IOV and there is always multicast
loopback. Ex, CARP traffic always loops back when SR-IOV enabled.
