Just a small datapoint re: i210. I have a Supermicro board (X11SSH-F) with
 pciconf -lvcb igb0
igb0@pci0:2:0:0:        class=0x020000 card=0x153315d9 chip=0x15338086 rev=0x03
hdr=0x00
    vendor     = 'Intel Corporation'
    device     = 'I210 Gigabit Network Connection'
    class      = network
    subclass   = ethernet

that terminates an iSCSI vol on ZFS across the internet via ipsec tunnel.
Tracking RELENG_12 has not seen any performance differences for me. The remote
connection is limited to 500Mb, so it maxes out there. However, I am not using
lagg nor vlans on that interface.  This is 12.4-STABLE
