CARP and VRRP are two different protocols. For historical misfortune (blame
original authors of CARP in OpenBSD) they use the same IP protocol number and
they actually are designed to implement pretty close functionality. But again,
these are two different protocols. The fact they do not connect to each other
is not a bug.
