The kyua tests are src/tests/sys/netipsec/tunnel.  There are several layers of
indirection though that can make it a bit hard to see the actual config files
used.

When doing testing on both 12.x and later I have used setkey config files from
https://github.com/freebsd-net/netperf/tree/master/IPSEC/Configs (specifically
the dut-* and source-* configs with one end using dut-<foo> and the other end
using source-<foo>).  The only one that I have not been able to make work is
*-ipcomp.conf.
