I'm not sure I understand what "routing policies" mean in general.
Nevertheless, I'd like we have some knob (sysctl?) to optionally preserve
current behaviour when kernel assigns loopback routes, so packet filters still
deal with local traffic as going through loopback interface, BPF "sees" it on
lo0 too etc.

Too many things will break if we just remove loopback routes unconditionally.
