ABI has changed e.g., libavcodec.so.58 -> libavcodec.so.60. Requires bumping
PORTREVISION en masse in non-BROKEN consumers, including where the dependency
is disabled by default via OPTIONS_*.

portmaster/portupgrade rely on PORTREVISION bumps but poudriere may also do in
future per https://github.com/freebsd/poudriere/issues/822 Note, pkg-upgrade(8)
tracks SONAME via shlib_required.
