While the ipfw(8) man page mentions that IPv4 RFC 1918 addresses are not processed, it does not mention RFC 5737 addresses (192.0.2.0/24, 198.51.100.0/24, and 203.0.113.0/24 - the one I was using.=20 Adding the "allow_private" keyword fixed that for the use of the BSD Router Project instance described in Comment #4.
