The default of the sysctl variable net.inet.tcp.tolerate_missing_ts has been
changed to accept packets violating the specification in FreeBSD main,
stable/13, and stable/12.

Please consider improving ipfw to not let endpoints look like as if they are
violating RFC 7223.
