I am no longer able to reproduce. Apparently, uninstalling and then
reinstalling gcc resulted in the build detecting LLVM first and selecting it
over gcc.

If that's the case, the error may have nothing to do with ghc, but rather, a
package registration issue when I first installed gcc that has since been
fixed.

Either way, hopefully the information in this bug report will help someone else
if caught in this same edge case.
