when I try:

# kldload cpufreq

I see this in dmesg:

interface hwpstate_intel.1 already present in the KLD 'kernel'!
linker_load_file: /boot/kernel/cpufreq.ko - unsupported file type

I should add that:

# uname -prsKU
FreeBSD 13.0-STABLE amd64 1300520 1300520
