This seems to really be a problem with g-ir-scanner.

But in the last couple days, webkit2-gtk was changed back to being built with
the base compiler rather than gcc.  So that removes the failure case of
potentially mismatching libgcc_so.1 confusing g-ir-scanner.

In short, this now builds okay again on stable/13.
