I cannot reproduce this in qemu arm64, but made some progress on the OCI Ampere
Altra VMs:

- this issue has been around for a while, last 2 zfs merges
  do not appear to prevent the post-reboot panic

## working around the panic

- it is not sufficient just to wait 500 seconds

- nor is it enough to do some zfs & zpool transactions like bectl
create/activate/destroy

- but unpacking e.g. base.txz into a temporary dataset *is* enough

I will pull down a borked zpool for reference
