Yes, for it to work, it would need to create the
/etc/zfs/exports within the jail (just like you
will need to manually create a /etc/exports file
within the jail).
And you can only export file systems that are
entirely within the jail's directory tree.

If you can come up with a good patch, you
can generate a Pull Request for OpenZFS.
(Anyone with a github account can do that.)
