I have been trying to recreate this panic, but have not been able to do so.

When you say

What is this new partition? Is it a new disk? Is it a partition on a disk?
I have been trying to recreate the issue on a standalone disk and it is working
fine, so I am trying to understand the environment in which you are operating.

The backtrace implies that you are getting faulty data from the disk. Are you
seeing any I/O errors from the backing store in /var/log/messages?
