Sure.  Thierry had some sort of mechanical troubles uploading a patch for
unknown causes (unknown at least to me - Thierry did not respond with answers
to the troubleshooting questions), and it seems he just gave up.

Feel free to open a new bug with my patch as a starting point.  At the time, I
build tested it and did some light run testing.  For day to day usage, I mostly
use scipy which depends on lapack & blas.  I have been using 3.9.0 since last
summer.

Since last year, lapack 3.9.1 is out, so I would probably bump to 3.9.1 instead
of 3.9.0.  new distinfo:
