1st, I'm sorry for responding so late, I figured no one would actually look at
this (minor bug at most) for some time, the freebsd community is way more
active than I assumed :)

I definitely did this to upgrade

# freebsd-update -r 13.2-RELEASE upgrade
# freebsd-update install

(reboot)

# freebsd-update install

I just kept using the system as nothing else was wrong. uname and
freebsd-version gave the right versions anyway. It's not my main system and I
don't use it every day (It's a vm running in vmware ws, installed from iso)

My etc/os-release is fully correct now ! I don't exactly know 'when' that
happened, as I didn't check os-release every time I was using the system.

I definitely did some freebsd-update fetch and freebsd-update install's in the
meantime, and reboots and shutdowns. Its mended itself. 

freebsd-version -kru <gives>

13.2-RELEASE
13.2-RELEASE
13.2-RELEASE

freebsd-update install <gives>
no updates are available to install

this case can be closed.
