According to
<https://man.freebsd.org/cgi/man.cgi?query=tests&sektion=7&manpath=freebsd-release#HISTORY>,
the FreeBSD Test Suite was installed by       default in FreeBSD 11.0. Maybe it
became optional with a later release. 

With or without a hier(7) listing for /usr/tests/, apropos tests finds tests(7)
and (yes) I do find the manual page installed in the absence of the suite,
which is fine.
