First, clarify the meaning of the word "legacy" (bugzilla is not the tool for that). If *after* the clarification there is an inconsistency, then create a PR with *a proper title line*. If anything, it is asking (kind of) what "legacy" should mean. Again, this is not the tool. He is an authorized voice since he is a member of core@ (https://www.freebsd.org/administration/#t-core).
