In some situations: using the scroll bar of a sidebar to scroll to foot of the
_bar_ fails to reveal the _content_ at the foot of the sidebar.

At <https://docs.freebsd.org/en/books/handbook/> (short HTML) when a person
points to most links in the sidebar, the partially obscured link to 'FreeBSD
Glossary' can become completely obscured (by, for example, the URL hint that's
integral to Firefox). 

The link to 'Colophon' is completely invisible. 

After scrolling one bar (for the sidebar) to its fullest extent, it's necessary
to _also_ scroll a second bar (farthest from the sidebar) to reveal the sidebar
content that's above the standard page footer.
