Discovered whilst reporting bug 261370.

With a user style that places the sidebar to the left:

Bug: 

* it's not clear that the wrong scroll bar has been dragged 
  until after its _invisible_ limit has been reached. 

I instinctively dragged the inner bar to reach what's below the table of
contents. 

Other accessibility observations: the inner bar is too narrow.
