Going to commandeer this for the newer 3.50.0 update, which is needed before
some other ports can be updated. As upstream now supports building this as a
Python wheel, rework the port such that -common becomes the child port and the
main port is built under USE_PYTHON=pep517 but depending on -common for the
header and pkgconfig files.
