Need steps to reproduce. bin/meson is a generic Python wrapper for executables,
with minor style differences between USE_PYTHON=distutils and
USE_PYTHON=pep517. Not sure what can go wrong other than forgetting to rebuild
consumers after devel/py-setuptools update.
