Pkg add whatever recovery tools you think you need or like to use, formerly in base or no... sure, it will go away... but 99% of things are useful right away w/o a reboot... I don't think it would be a hard project... likely one that could be done by creating a miniroot that can create the mfs, extract a tarnall to it then pivot root to that.... pkg could be bootsrrapped and it would be easy from there...
