If you key Alt-Tab, then does KWin walk through windows?

If you key Control+Alt+F2, then is there a switch away (from the
unresponsive desktop environment at ttyv8) to ttyv1?

Generally: to minimise the possibility of requiring a non-graceful stop
of the system, you can configure the power button as outlined at
<https://lists.freebsd.org/archives/freebsd-questions/2023-July/003893.html>.

What's your graphics hardware?
