I don't think tbsync acts as a "band-aid", because the whole purpose of the
tbsync is to synchronize the timebases between processors.  Once they're
synchronized, everything should be fine.  Since everything is fine with the
tbsync fix, then it's apparent that the CPUs are not, in fact, correctly
synchronized.
