fwiw I don't think this needs -N at all. It's root and wheel - is there a
scenario where that wouldn't be correct?

In any case, can you provide info on how to replicate this failure?

Is it simply that
https://docs.freebsd.org/en/articles/nanobsd/#_building_a_nanobsd_image fails
with this patch, and same with https://github.com/CTSRD-CHERI/cheribsd ?
