I'm not certain about the accounting bug with swap, but the "a thread waited
too long to allocate a page" behavior was happening with swap. The swap was
setup in the default manner by the installer for a ZFS + geli + encrypted swap
configuration.

I'll give that patch a try. I consolidated all patches into one that applies on
14.1. Hopefully it looks correct.
