[Bug 277959] Refactor of usr.sbin/daemon caused regression in restart parameter

I just successfully compiled and verified that these patches indeed fix the
issue.

It would be really great if this fix would land in all currently supported
releases, so people can keep reliable use daemon to supervise and restart
processes. What's the process for this?
