I have added "kern.vt.enable_bell=1" to /etc/sysctl.conf instead and it started
to work while speaker_load="YES" is set on /boot/loader.conf.

Also disabled syscons bell in /etc/sysctl.conf.

I didn't notice much difference in vt's bell after the patch but you may have
noticed it.
