Do you have a reproducible test case for this? Is it as simple as just touching
one of the files in libc, or is there something more to it?

And where do you rebuild? Is it make buildworld or something else?

Can you create a test case that shows this problem with the commands and
environment needed?

It works for me when I try to do a trivial thing of touching a file I get
everything rebuilt.
