I understand, I'm saying that there is a bug in pycdlib that is exposed by the
directories that appeared in /usr/local/share/licenses.

I submitted a bug report upstream:

If I modify pycdlib to compare directory entries using their full name, the
exception doesn't occur, but I'm not sure if it's right.  Here is my patch, it
lets your example program work:
