If a build is a clean build, then there wouldn't yet be objcopy executable = in objcopy's build directory, so the problem wouldn't happen even when WITHOUT_CROSS_COMPILER is set. Finally, if WITHOUT_DEBUG_FILES is set then there wouldn't be any objcopy invocation.
