With the release of 13.2 the problem appears to have been addressed. I haven't
done the research to find whether a change on the FreeBSD side fixed it or an
update to qemu v7.2.5-1. 

I'd still consider correcting the potential infinite loop, whether the
virtualization implementation is severely broken or not shouldn't matter to a
bullet-proof system kernel.
