While experimenting with unreasonably large MAXCPU (e.g. options MAXCPU 65536)
I ended up building an excessively large kernel.

When trying to load this kernel, the loader just repeats "efi_check_space:
Unable to expand staging area" indefinitely (until a timeout expires and
terminates the emulator).

This is on amd64 booting in QEMU, tools/boot/ci-qemu-test.sh invoked from
Cirrus-CI.
