I'd really appreciate if you check out FreeBSD 14.0-RELEASE. The inpcb
synchronization has underwent total rewrite in there. I'd be really interested
to see if the bug has gone.

The ipfw/uid checks hasn't undergo much change, so it could be the bug is still
there. However, debugging the problem on 14.0-RELEASE is much more probable to
end up in problem resolution rather than on 13.2, where old inpcb database is
in use.
