I've had a quick look, and unfortunately it's a non-trivial MFC. It depends on
a couple of other changes, such as 7b40b00fad1606eaa98a7b116ba8651221d55f62
"ifnet: merge ifindex_alloc(), ifnet_setbyindex(), if_grow() and call magic",
and at least one more I haven't identified yet.

I'm inclined to agree here and say we've fixed it in 14, and 13 will just
remain broken.
