[Bug 263879] pkgbase removes critical etc files upon upgrade

as discussed on IRC with markj, what should be done is keep the @config files
around in date of delete_update (conflict detection) and also keep a copy of
the vanilla files which lives in the db. this way during reinstallation we can
perform the 3 way merge.
